When is fiber actually necessary instead of copper?

Past roughly 100 meters, or wherever lightning and electrical noise are a real risk — fiber is immune to both in ways copper isn't.

Is fiber more fragile than copper?

In conduit and properly installed, no — it's actually more resistant to the outdoor conditions that damage copper over time.

Can fiber carry the same PoE-powered devices as copper?

Fiber doesn't carry power, so a media converter with local power is used at the device end for PoE cameras or readers.
