Not necessarily — the engineering is largely below grade and in the post spacing, so the visible finish can match a standard ornamental or mesh line.

Can an existing fence line be upgraded to crash-rated?

Usually not without rebuilding the footings, since the rating depends on foundation depth. We'll assess whether upgrade or replacement makes more sense.
